At the beginning of this new year, let me take you through a short forecasting exercise for our business in 2018 and beyond. When looking at social protection, we’ll concentrate both on the “long-term” and the “short-term,” and examine what pro-active measures can be taken in anticipation of things to come.

Long-term is what is driven by profound changes such as trends in demographics or science and technology, whereas short-term is the effect of year-on-year regulatory adjustments aimed at accompanying, correcting and even sometimes (often without success) countering these trends. 

For example, life expectancy in France is still at a record level, contrary to that of our North American cousins, which has declined for the second year in a row. Life expectancy much later in life is rising rapidly, mainly since medical research has concentrated on these market segments. The natural, ever-increasing demand for medical treatment is putting a strain both on healthcare and retirement pension systems.

Mental health problems make for expensive occupational diseases!

The French health insurance scheme (Social Security) has published a study on mental health problems in the workplace. The figures for 2016 show a dramatic increase in cases recognised as accidents at work or occupational diseases. Is this due to a better appreciation of psychosocial risks or does it reveal a worsening of conditions in the workplace? Difficult to ascertain with any certainty. What is certain, however, is that employers can no longer consider employee malaise as a private matter that does not concern them.

Healthcare professionals networks enable patients to get cheaper treatment and obtain better reimbursement from their complementary health insurer (mutuelle) for optical and hearing-aid items. This has been borne out by a report published in September 2017 by IGAS, the French government’s consultative body on societal issues. This is a serious and comprehensive report that also brings out some shortcomings, weaknesses and areas to keep under surveillance: a simplified legal framework, no real impact on curing “medical deserts”, restricts the freedom to choose one’s healthcare practitioner, etc. Subtle conclusions that are ammunition in the ongoing opposition waged by healthcare network detractors.  Why so much ill-feeling?
